State Counsellor Erast Petrovich FANDORIN - Deputy for Special Assignments to His Excellency the Governor-General of Moscow
Prince Vladimir Andreevich DOLGORUKOI - long-standing Governor-General of Moscow
Frol Grigorievich VEDISHCHEV - the influential old personal servant of Prince Dolgorukoi
Adjutant General Ivan Fyodorovich KHRAPOV - a senior government official, travelling at the beginning of the story to his new appointment as governor-general of Siberia.
Staff Captain SEIDLITZ - an officer on the staff of Khrapov
Colonel Stanislav Filippovich SVERCHINSKY - acting commander of the Gendarmerie in Moscow
Lieutenant Colonel Pyotr Ivanovich BURLYAEV - the head of Moscow's Department for Public Security
Titular Counsellor Sergei Vitalievich ZUBTSOV - the young senior operations officer for Burlyaev, having risen rapidly through the ranks.
Collegiate Assessor Evstratii Pavlovich MYLNIKOV (not to be confused with Melnikov, see below) - one of Burlyaev's trusted men
Colonel Prince Gleb Georgievich POZHARSKY - Deputy Director of the national Police Department, sent from the capital (i.e. St Petersburg), and is the aide-de-camp to the Emperor for the Ministry of the Interior
Esfir LITVINOVA - a rich, pretty, feisty subversive
Avessalom Efraimovich LITVINOV - father of the aforementioned, a very wealthy Jewish banker and philanthropist
"Needle" - a female party contact / courier / organizer
Diana - a mysterious anonymous informant with a veiled face
"Green", formerly Grigory GRINBERG - the determined and very effective leader of the Combat Group, of Jewish origin
"Rahmet" or "Gvidon", formerly Nikolai SELEZNIYOV - a prominent member of the Combat Group, a psychopath, a former junior officer of lancers who shot his own colonel
"Emelya" - a member of the Combat Group, of humble origins
"Bullfinch" - a member of the Combat Group, young and inexperienced, whom Green met when Bullfinch was a child exile in Switzerland; an unbaptized boy brought up by the party as his father had been executed and his mother had died as a prisoner on hunger strike
MELNIKOV - (not to be confused with Mylnikov, see above) a member of the party's Central Committee, the only one to know about Green, and the one through whom all Central Committee instructions would pass
"Ace" - a professional criminal
Julie - a party activist with many male contacts, notably Green and Ace
TG - a mysterious individual or group assisting Green by way of anonymous messages, but whose identity is unknown to him
Semyon Lvovich ARONSON - a party sympathizer, willing to offer his home as a safe-house, a chemist
Engineer LARIONOV - a host for meetings of subversives, but secretly working for the police
Lieutenant SMOLYANINOV - a principled and conscientious young officer of gendarmes, who is keen to help Fandorin
Matvei ZHUKOV - a railway worker who provides his railwayman's hut for the use of revolutionaries
Lieutenant General SELIVANOV - a senior gendarme and potential target of the Combat Group
Timofei Grigorievich LOBASTOV - a rich, progressive factory owner who helps fund the party
ZIMIN - a barrister
Arsenii Nikolaevich ZIMIN - son of the aforementioned barrister
